How Manchester meet the needs of the OfS Condition E6 with meaning

Empowering students with clear, accessible Harassment & Sexual Misconduct education before they arrive in halls.

The challenge

  • Clearly explain what Harassment & Sexual Misconduct consent is

  • Make the information accessible and easy to understand

  • Reach students before they moved into halls

  • Demonstrate compliance with Condition E6 in a robust, trackable way

Condition E6 in the Office for Students’ Conditions of Registration requires universities to provide information that helps students understand behaviour that may constitute harassment and/or sexual misconduct.

The University of Manchester wanted to go beyond basic compliance and empower students to confidently navigate these often sensitive topics.

The Browzer Welcome solution

  • Custom-made Harassment & Sexual Misconduct video content

  • Integrated into the wider student Welcome journey

  • A lasting digital resource, with clear compliance tracking

Browzer Welcome is a pre-arrival engagement platform that helps universities deliver essential induction content through a series of ‘decks’ — compulsory digital modules. It ensures students receive and understand vital information, such as safety and consent education, before they even move into their halls.

Because the decks in Browzer Welcome were compulsory, every student was required to complete this content, helping the University clearly demonstrate that they were meeting Condition E6.

Making consent part of every student’s journey

At the heart of the solution were custom-made Harassment & Sexual Misconduct videos, tailored specifically for the University of Manchester to ensure the information was accessible and easy to understand for all student groups.

These videos were integrated as core components of the Welcome content, ensuring that every student engaged with this critical topic before they even moved into their halls.

The video content was also created to be easily transferable to other platforms within Browzer (such as Browzer Engage), supporting a joined-up approach throughout the student journey.

The real-life examples and short videos were really useful in understanding how to respond in different situations.
— Student feedback

Impact: student engagement, confidence and recognition

  • Incredible student feedback

  • 95% completion rates from students living in university accommodation

  • An award nomination from CUBO

Students reported that the consent content made them feel informed and reassured about their safety as they prepared to start university life.

This feedback demonstrates that Browzer Welcome can deliver consent education in a way that feels relevant, respectful and genuinely supportive to students.

It was nice to gain an understanding on what the university has to offer for multiple situations whether it be harassment or bullying. I particularly liked the active bystander with the 5 Ds and how it fosters that sense of community and belonging.
